I really only looked at Wikipedia, but the show has had a pretty consistent writing team throughout. And I'm not seeing evidence that the producers have changed out, either.
I'm sure the direction of S7 was affected by Henshall deciding to leave and the writers feeling a need to wrap up his arc. But that could have been done in a lot of ways that would have been more interesting and more true to the character than what they chose.
There could have been pressure from the BBC, I suppose. I'd like to think the days of pressure from on high to de-queer a show are over. But given how conservative the BBC has become, who knows?
